CALLING THE MEETING TO ORDER

  • Chairman Round Tabler Nemantha Abeysinghe called the meeting to order at 10.45 am and appointed Apexian Past ASPAC Chairman Bryan Whitehorn to minute the meeting proceedings.

AIMS & OBJECTIVES

  • Vice Chairman Apexian Yasin Chowdury read the Aims and Objectives of the region.

OPENING OF ATSUMARI

Chairman Nemantha Abeysinghe introduced Atsumari Convenor Past Apex Australia National President Phil Pregnell to welcome guests.

Phil Pregnell welcomed all in attendance and gave an introduction of the weekend.

He then introduced Past WOCO Chairman and Apex Australia Life Governor Tom Chapman to address the meeting and officially open the Atsumari.

  • Past WoCo Chairman Tom Chapman addressed the attendees and spoke of the original young men’s service clubs.
  • He spoke of how it was Apex Australia with Kinsmen, Active 20/30 and Round Table that met together and originally formed WoCo.
  • He spoke of the expansion of Apex into the Asia Pacific region
  • He mentioned how RTBI, Apex Australia and RTNZ had all reduced in size over the years.
  • Mentioned how other organisations had grown.
  • Spoke on how we must all consider the needs/requirements of potential new members.
  • Apex and RT is a great opportunity – nothing else parallels it.
  • Important that it must be enhanced and grown upon.
  • In reality our organisations are representing 1000’s of people from around the globe in our area

Tom Chapman then officially opened the ASPAC Atsumari AGM and asked us all to “Drive it Forward”.

WELCOME ADDRESS

  • ASPAC Chairman Nemantha Abeysinghe welcomed everyone for attending the meeting and thanked Life Governor Tom Chapman for opening the Atsumari and his words of wisdom from his roles in WOCO and Apex.
  • Welcomed all Apex and RT Countries in attendance.
  • Thanked all Apexians who were attending to witness the meeting.
  • Thanked Apex Australia Past NP Phil Pregnell as convenor of the weekend for all his work in getting the Atsumari together.
  • Thanked Past ASPAC Chairman Bryan Whitehorn for agreeing to take the minutes.

APPOINTMENT OF SERGEANT-AT-ARMS

  • Chairman appointed Apexian Paul Gallagher Apex Australia and Apexian K.Thavanesan Apex Malaysia as Sergeant-at-arms for the meeting.

APEX AUSTRALIA

National President Rick Hose gave a report on Apex Australia

  • Successful period of time since Hyderabad meeting
  • Large scale marketing proposals and implementation
  • Cinema campaign
  • Youth Access and Young Leadership Forum – resulting in upcoming project “Random Acts of Kindness for Homeless”.
  • Strategic version of “The Journey” – being developed and implemented. – How to grow and develop our organisation etc.
  • Apex Museum concept currently being investigated
  • Apex reservists – currently being implemented – Idea from Apex Singapore.

APEX BANGLADESH

National President Rezwan Shahidi gave a report on Apex Bangladesh

  • Gave his best wishes to all in attendance.
  • Current projects ongoing
  • Work on flood affected areas
  • Landslide devastation.
  • Cyclone affected areas
  • Blood donations.
  • School and maternity hospital in Chittagong
  • National day.
  • Current membership drive.
  • Membership now at 73 clubs plus 5 unchartered. 945 members and should be up to 1065 by end of current year.

APEX FIJI

Past National President Pratish Nand (Life Member) gave a report on Apex Fiji on behalf of his National President.

  • Membership currently 6 clubs with 65 members. (Previously many years ago 23 clubs and 150)
  • 4 military coups over the past few years have caused many members of Indian/Fijian descent to leave the islands causing the dramatic drop in membership.
  • Major drive with older members and Life Governors working on rebuilding the Association.
  • Cyclone caused large number of damage $15 million approximately.
  • Work on assisting needy students affected by the cyclone.
  • Looking for overseas associations to assist financially if possible.
  • Organising a blood drive.
  • Leadership training for school students.
  • Awareness of Apex Fiji in Secondary School. Getting secondary students to the Apex Fiji AGM as a promotion.
  • National Convention scheduled for 21st to 22nd November 2008 in Latoka.

APEX MALAYSIA

National President K. Thavanesan gave a report on Apex Malaysia.

  • Currently reviving 4 clubs
  • Apex Youth clubs being reviewed and established.
  • Special School in Klang – work party from Apex Australia in July. Will expand the school facilities by building a sheltered workshop. Is a joint project between Apex Australia and Apex Malaysia.
  • Kidney Dialysis Centre continues to operate – up to 250 patients.
  • Medical camp for Malaysian aborigines in jungle.
  • Clean Highway Scheme run by clubs.
  • Empower youth by placing into colleges students who are needy.
  • Education Trust Fund $600,000 Malaysian Ringit – annual Bursary to students.
  • Mass Tour scheduled for August.
  • 50th Anniversary last year.
  • Apex Club of Seremban celebrated its 50th anniversary recently.

ROUND TABLE NEW ZEALAND

National Vice President (South Island) Stephen Mears gave a report on RTNZ.

  • Apology from National President RTNZ unable to attend.
  • Coming out of a time of consolidation.
  • Membership currently around 160
  • Looking at a couple of new clubs
  • Implementing a membership program.

APEX SINGAPORE

Apex Singapore National Action and Expansion Officer See Chern Yong gave a report on Apex Singapore

  • 3 clubs and 32 members
  • Continuing the feed the poor program.
  • Medical checkups for the elderly
  • Festivities over Xmas
  • Painting some elderly homes
  • 2 major projects underway
    • Day Care Centre being renovated
    • Harmony Lodge still being funded and required $1 million (Sing) each year to operate
  • Trying to increase membership through service using the internet.
  • Government volunteer program.
  • National Convention is scheduled for the 1st week in August.
  • Mass Tour with Apex Malaysia.

ROUND TABLE SRI LANKA

ASPAC Chairman Nemantha Abeysinghe gave a report on behalf of round table Sri Lanka.

  • Currently 4 clubs with 60 members
  • Plan to increase to 6 clubs with 90 members.
  • Nemantha taking over as National President in June.
  • RT International meeting to be held on Pattaya, Thailand20th -24th August 2008.

FINANCE & ADMINISTRATION

ACCOUNTS FOR 2007-08

Chairman presented the Accounts for the year 2007-08 of the ASPAC Region.

Chairman asked that the Accounts be moved and 2nd for discussion.

Moved Apex Australia 2nd Apex Fiji

Apex Australia questioned the ASPAC Chairman in relation to:-

  • His expenses asking which countries he had visited during his term.

Chairman advised he had attended:-

  • WOCO
  • RTI Conference
  • WOCO Foundation Meeting.

Apex Bangladesh questioned that:-

  • It was the Chairman’s duty to visit all associations included in ASPAC if possible.
  • In future the ASPAC Chairman should visit both associations.

Apex Malaysia asked:-

  • What discussions had taken place at WOCO in relation to ASPAC
  • Chairman advised he would deal with this in his report.

Apex Malaysia questioned why:-

  • The Chairman had attended WOCO as the ASPAC Chairman when there was no ASPAC meeting held.
  • Chairman said he attended RTI Area meting & WOCO Foundation meeting which was beneficial to the ASPAC members.

Apex Australia raised the issue that:-

  • The budget for the ASPAC chairman is for more than travel.
  • It was also for communications, newsletters and correspondence.
  • Apex Australia raised the issue that the performance of the Chairman was not up to standard in particular in comparison with the previous Chairman Bryan and prior to that Thava.
  • Stated that these two Chairmen had provided extensive communications etc.
  • Also queried why this budget should be passed taking into consideration the extensive criticism from Round Table India to the previous Chairman in Hyderabad for going slightly over budget when his performance was extensive, despite him having secured all outstanding ASPAC debts and therefore his income exceeding the budget income.

Apex Australia advised that they objected to the financials for the 2007-08 year being passed.

The Chairman called for a vote for the Financials to be passed.

The vote to accept the financial was DEFEATED

The Chairman was advised by Apex Australia that he would have to cover the costs from his own pocket for these expenses.

The Chairman questioned what he should do at this point in time.

The Chairman was advised that he had to resolve that himself.

Apex Australia again raised the issue of:-

  • Performance of the current year by the Chairman.
  • Stated the Chairman had serviced RT nations only and had made no contact/communications with Apex Associations formally until January this year 2 months out from the Atsumari.

The Chairman spoke on what he did this year.

  • Stated was trying to clear past problems.
  • Apologies to all associations for his performance.

Apex Malaysia requested that:-

  • The ASPAC Chairman gives his report now so that the Finances could potentially be reconsidered dependant upon what information the Chairman can give that would justify those expenses.

ASPAC CHAIRMANS REPORT

ASPAC Chairman Nemantha Abeysinghe gave his report

  • Pre-occupied with RT issues.
  • Started a newsletter but didn’t get completed
  • Stated that RT India/Nepal and Sri Lanka had gone too far in confrontation during Hyderabad.
  • Wanted to have joint project and friendship.
  • Past ASPAC Chairman Illango & RT India NP wanted to attend this Atsumari to assist in resolving issued and wanted to rebuild bridges to get back to what we were once like, but was unable to get visa to attend.
  • Wanted to progress ASPAC for the next 30 years
  • Spoke on the WOCO Foundation and what it is trying to achieve.
  • Discussion on extension into areas.

Apex Malaysia questioned the Chairman on:-

  • What discussions he held with Round Table India National Board in relation to its expansion and members in other countries?
  • Chairman stated that they (RTI) wanted to expand into as many countries as possible.

Apex Malaysia again questioned:-

  • How often he had these discussions in relation to expansion with other Associations that would be affected?
  • Chairman’s Answer was that he discussed it with Apex Australia.

Apex Australia questioned the Chairman in relation to:-

  • RTI/RTSL wanting to expand tables into Australia – why hadn’t they communicated appropriately?
  • Chairman advised that he thought he had communicated with Apex Australia that they (RTI – RTSL) wanted to extend into Australia.

Apex Australia advised that:-

  • The dialogue between Apex Australia and the ASPAC Chairman was only to do with the Atsumari and nothing to do with any RT expansion into Australia or any other country.
  • Apex Australia stated that the role of the ASPAC Chairman was to communicate with all associations and not just direct with one country. Stated it was the role of the Chairman to remain neutral and not assist one Association to extend into another. This type of behaviour was inappropriate.

Apex Australia questioned:-

  • The adoption/permission of the AGM registration form by the Chairman and his extended delay in giving approval.
  • Stated that the Chairman had only given permission for distribution of the registration document at the end of January which made it impossible to advertise/promote the Atsumari adequately.
  • Lack of international numbers at the Atsumari was directly due to the lack of communication and promotion by the Chairman.
  • Apex Australia also advised that the dialogue of extension into Australia and other Apex countries should have been done at the Atsumari and not via email.

Apex Bangladesh questioned the Chairman of:-

  • The commitment or lack of by Round Table India at last years Atsumari at Hyderabad to the agreed project in Bangladesh.
  • Stated no replies/or support had been received from Round Table India after 12 months of trying.
  • Would hope to hear back on what is going to happen
  • Is Round Table truly committed to this project or was it just talk last year?
  • Chairman assured that the commitment of RTI will be honoured.

Apex Australia moved a motion to recommit the Chairman’s report and financials after lunch/break.

EXTENSION

Apex Australia moved the following motion be dealt with in the extension discussions.

That ASPAC Constitution clause 2.4 be amended from

No new extension in any country where an existing ASPAC member currently exists by either Round Table or Apex, be allowed unless with the approval of the existing ASPAC member. If there is a dispute, then the matter be referred to the voting members for approval at an ASPAC AGM (Atsumari) or an ASPAC Mid-term meeting during a WOCO Convention

To

No new extension in any country where an existing ASPAC member currently exists by either Round Table or Apex, be allowed unless with the approval of the existing ASPAC member. If there is a dispute, then the matter is referred to the voting members for approval by a ballot majority of not less than two thirds of those members eligible to vote. The ballot would be circulated to members 60 days prior to the ASPAC AGM and the result would be declared at the following ASPAC AGM (Atsumari).

Discussion held on the motion

  • Chairman advised that Apex Sri Lanka was going to extend a table (new club) into Thailand.

MOTIONS FROM ASSOCIATION

Motion #1)

That ASPAC Nations adopt a universal theme and community initiative annually at the AGM and that theme is to be adopted and embraced by all members for a period of 12 months from April 1st to March 31st – The ASPAC operational year. Applications are to be with the ASPAC Chairman in time to make the 60 days call period prior to the pending ASPAC AGM and a decision will be made at the AGM pertaining to that particular call for agenda items.

Moved Apex Australia 2nd Apex Bangladesh.

Apex Australia spoke to the motion, stating gives an opportunity for common purpose and gives purpose and value to what we want to achieve as a combined group.

Part A)

That ASPAC is wound up and ceases to exist as at the 31st of March 2009

Moved Apex Malaysia 2nd Apex Singapore

Apex Malaysia spoke on the motion – advised that if Round Table India want ASPAC to go ahead and want to discuss this issue they will come to Chittagong.

Also stated that if they (RT India) were serious about ASPAC they would have been here in Wollongong knowing that this motion was going to be presented.

Motion was put and was passed 4/1 with one abstention.

Motion #2)

Part B)

That regional members are invited to make submissions via a proposal for how records, insignia’s, trophies and assets would be utilised in the future through member nations making the submission.

The proposal would have to table in detail how the ASPAC aims and objectives would be memorialized should the member nation be grant any or part of the chattels forming ASPAC’S heritage. Submissions need to be with the ASPAC Chairman 60 days prior to the 2009 AGM.

  • Apex Malaysia moved that Apex Australia National President Rick Hose be appointed to ASPAC Vice Chairman for 2008-2009.
  • 2nd by the FLOOR of meeting.

No other nominations forthcoming.

INCOMING CHAIRMAN’S BUDGET

  • Budget for 2008/9 was unanimously approved.

WOCO MATTERS

  • WoCo recently held in Cyprus.
  • RTI has left the WoCo.
  • Active 20/30 the only ones till in the WoCo.
  • RTI still members of the WoCo Foundation.
  • Discussion on getting Apex back into the WoCo Foundation.

Questions to Chairman from Apex Malaysia:-

  • Has the WoCo Foundation funded any projects?
  • The Chairman advised it had.

Questioned by Apex Malaysia as to:-

  • Which countries had been funded?
  • Reply was that Sri Lanka and India had been funded for Tsunami projects.

Questioned by Apex Malaysia:-

  • Had any non RT countries received any funding?
  • Answer was unsure but probably not.

Chairman advised that WoCo in 2008 is to be held in Las Vegas in 1st week of August.

SERGEANT-AT-ARMS COLLECTIONS

  • Apexians Paul Gallagher and Thava the Sergeant-at-arms collected the fines for the meeting and was handed over to the host association Apex Australia.

Apex Australia moved that the fines money be donated to “The Shack” (Children’s Care facility) as part of the fundraiser for the weekend.

The meeting was formally closed at 12.35 pm

The ASPAC Black Tie /Apex Australia “By the Beach” - Shack Fundraising was held later that night at Shoalhaven Heads.
